ABSTRAK
Penelitian ini bertujuan untuk meningkatkan hasil belajar IPS siswa melalui penggunaan model Cooperative Learning tipe Inside Outside Circle (IOC) pada siswa kelas V SDN Cempaka Putih Barat 17 Pagi, Jakarta Timur. Penelitian ini dilaksanakan pada semester dua sejak bulan Maret sampai dengan Mei 2016 dengan subjek penelitian 43 siswa. Penelitian dilaksanakan menggunakan model siklus dari Kemmis dan Mc. Tagart dengan empat tahapan di setiap siklusnya, yaitu perencanaan, pelaksanaan tindakan, observasi dan refleksi. Model Cooperative Learning tipe Inside Outside Circle (IOC) adalah model pembelajaran yang memfasilitasi siswa belajar bekerjasama untuk memahami materi pelajaran dengan cara saling member dan menerima informasi dalam lingkaran kecil-lingkaran besar agar mempermudah terjadinya interaksi sosial sesama siswa. Hasil penelitian menunjukkan bahwa terjadi peningkatan hasil belajar siswa. Pada siklus I prosentase yang diperoleh siswa mencapai nilai KKM ≥ 65 sebesar 60,46% sedangkan pada siklus II sebesar 100%. Pada hasil data pemantau aktivitas guru sebesar 73,34% dan aktivitas siswa sebesar 67,5% pada siklus I. pada siklus II mengalami peningkatan, hasil data pemantau aktivitas guru sebesar 96,67% dan aktivitas siswa sebesar 87,5%. Dengan demikian pembelajaran menggunakan model Cooperative Learning tipe Inside Outside Circle (IOC) dapat meningkatkan hasil belajar IPS siswa kelas V SDN Cempaka Putih Barat 17 Pagi tentang materi mempertahankan kemerdekaan Indonesia.

ABSTRACT
This study aims to improve student learning outcomes through the use of models Social Studies Cooperative Learning type Inside Outside Circle (IOC) in the fifth grade students of SDN 17 Pagi Cempaka Putih Barat, East Jakarta. The research was conducted in the second half from March to May 2016, with 43 students' research subject. The experiment was conducted using the model cycle of Kemmis and Mc. Tagart with four stages in each cycle: planning, action, observation and reflection. Cooperative Learning Model Type Inside Outside Circle (IOC) is a learning model that facilitates students learn to work together to understand the subject matter by way of mutual members and receive information in a small circle-large circle in order to facilitate social interaction among students. The results showed that an increase in student learning outcomes. In the first cycle the percentage of students achieving grades obtained KKM ≥ 65 amounted to 60.46%, while in the second cycle of 100%. On teacher activity monitor data results of 73.34% and 67.5% of student activity in cycle I. on the second cycle increased, teacher activity monitor data results by 96.67% and 87.5% of student activity. Thus, learning using Cooperative Learning model of the type Inside Outside Circle (IOC) can improve learning outcomes Social Studies students of class V SDN Cempaka Putih Barat 17 Pagi on the material to maintain the independence of Indonesia.
