ABSTRACT
The objective of this research is to examine the effectiveness of Distance education and training program within the Educational Centre of Administrative Staff of the Ministry of Religious Affairs (MORA), Republics of Indonesia. Distance education and training programs are implemented fully online with e-learning. The method used in this research is evaluation method, which employed the four-level evaluation of Kirkpatrick Models, namely: reaction, learning, behavior, and result. The evaluation results on reaction level which have not satisfied the participants were the incomplete distribution of certificates and discussion facilities on e-learning websites. The evaluation result of learning level found that the technical learning and the suitability of the schedule are in accordance with the criteria, but the test results of participants are still far below the expected target. The results of behavior level evaluation indicate that there are behavioral changes related to increasing learning independence, implementation of learning outcomes, and knowledge transfer to colleagues. The findings at the result level indicate that leaders recognize the increased knowledge and skills of their staff after attending distance training program. The findings lead to the recommendations of the best steps stakeholders should take in improving the quality of MORA’s distance education.
