Evaluasi program pengawasan sekolah di Kabupaten Melawi Provinsi Kalimantan Barat : implementasi model goal oriented approach
Penelitian ini bertujuan untuk mengetahui pencapaian dari empat komponen kegiatan pengawas sekolah yang terdiri dari: (1) penyusunan program pengawasan, (2) pelaksanaan program pengawasan, (3) evaluasi hasil pelaksanaan program pengawasan, dan (4) laporan akhir hasil pengawasan, ditambah kualitas kinerja kepala sekolah, kinerja guru dan implementasi 8 SNP oleh SMA di kabupaten Melawi. Penelitian deskriptif evaluatif ini menggunakan model Goal Oriented Approach, dilaksanakan dari bulan Februari sampai April 2017, dengan responden 2 orang pengawas, 23 kepala sekolah, dan 300 guru SMA di Kabupaten Melawi. Instrumen yang digunakan ialah kuesioner, studi dokumen, dan wawancara. Hasil penelitian menunjukkan: (1) penyusunan program memperoleh skor 84% (sering), kelengkapan dokumen bernilai 83 (baik); (2) pelaksanaan program memperoleh skor 79% (sering) versi pengawas, 75% (sering) versi kepala sekolah, dan 73% (sering) versi guru, kelengkapan dokumen bernilai 80 (baik); (3) evaluasi hasil pelaksanaan program memperoleh skor 82% (sering), kelengkapan dokumen bernilai 75 (cukup); (4) laporan akhir memperoleh skor 82% (sering), kelengkapan dokumen bernilai 88 (baik). Untuk kepala sekolah: 4% berkinerja sangat baik, 83% berkinerja baik, dan 13% berkinerja cukup. Untuk guru: 3% berkinerja sangat baik, 71% berkinerja baik, 19% berkinerja cukup, dan 6% berkinerja kurang. Implementasi 8 SNP: 30% bernilai cukup dan 70% bernilai baik. Program pembinaan kepala sekolah telah mencapai objektifnya, program pembinaan guru belum mencapai objektifnya, dan program pemantauan 8 SNP telah mencapai objektifnya. Dengan demikian, pengawas SMA di kabupaten Melawi telah melaksanakan tugasnya dengan baik walaupun pada beberapa aspek masih perlu pembenahan dan peningkatan.
This study aims to determine the achievement of four components of school supervisor activities that consist of: 1) supervision programming; 2) implementation of supervision program; 3) evaluation of the results of supervisory program implementation; 4) supervision report, plus principals performance quality, teacher performance and implementation of 8 SNP by SMA in Melawi district. This descriptive evaluative study uses a goal-oriented approach model, implemented from February to April 2017, with 2 supervisors, 23 principals, and 300 SMA teachers in Melawi district. The instruments used are questionnares, document studies, and interviews. The results showed: 1) the programming scored 84% (often), document completeness 83 (good); 2) implementation of the program scored 79% (often) version of the supervisor, 75% (often) version of principal, and 73% (often) teacher version, document completeness was 80 (good); 3) evaluation of the results of the program implementation scored 82% (often), the completeness of the document is worth 75 (enough); 4) The final report of the results of the supervison obtained a score of 82% (often), the completeness of the document is worth 88 (good). For principals: 4% perform very well, 83% perform well, and 13% perform enough. For teachers: 3% performs very well, 71% performs well, 17% performs adequately, and 6% performs less. Implementation of 8 SNP: 30% enough and 70% is good. The principal guidance program has achieved it’s objectives, the teacher caoching program has not achieved it’s objectives and the implementation of 8 SNP has it’s objectives. Thus, SMA supervisors in Melawi district have done their job well although in some aspects still need improvement and enhancement.
