Penilaian Pembelajaran Bahasa Berbasis Kompetensi

The application of competency-based education has as its starting points competencies students are to possess in their field of study. The competencies are defined through a process of determining standards for the competencies, certain basic competencies, a particular syllabus development, and an evaluation system based on the basic competencies. Standards for competencies indicate the limitation and direction of the competencies students are to master and be able to use after undergoing a teaching learning process. Basic competencies indicate the minimum level of the competencies students are to master and they are derived directly fom the standards decided for the competencies. Learning achievement evaluation based on basic competencies is conducted by means of a system of continuous ealuation, meaning that test items should be made for all learning achievement indicators andthe result of the evaluation area analyzed to determine what basic competencies have or have not been mastred by students; emphasis is on the importance of process evaluation.The characteristics of the teaching and learning of the Indonesian language and the literature cover three aspects, namely, language competence, language performance, and appreciation of literature as a work of art. Evaluation of students' learning achievement should be emphasized on their ability in concretely and contextually using language in accordance with its communicative functions, both those actively receptive and those actively productive in nature. Evaluation on literary appreciation should be emphasized on ability in direct appreciation. Therfore, it becomes important to confirm the authenticity of the results of students' language performance and literary appreciation and of the portofolio of the result. In addition, evalution of students' affective competence, which has all this time been somewhat negleted, should now also be done to know, among others, students' learning attitude, interest, and motivation in the field of language and literature.Key Words: evaluation, language teaching, competency, performance, portofolio.
